Help Identify. Tactical laptop bag.

Hi Group... long time collector, But have not been on the forum for a long time.
Can the group please help me find out more about this Tactical laptop bag.
I have seen similar / same bag. But not Si . This has the Oakley rubber zip clasps and plastic handle.
When did they come out and what do you think it is worth.
Any info would be great.
